Winston County Supervisors cover county business

The Winston County Board of Supervisors opened the June 7 meeting with discussions on Dean Park and ended with executive sessions on personnel and litigation.

Richard Moncrief of the Friends of Dean Park commended the Dean Park commissioners and the board of Supervisors for the work on Dean Park but also requested the board at the first opportunity repave the basketball court.

Jerry Estes president of the Board of Supervisors noted that the basketball court was on the list of projects but was scheduled when it would be conducive to the work and scheduled road work was addressed first. The board scheduled a visit to the park in order to examine the details of the need work and other projects.

Claudell Weaver of the Dean Park Commissioners asked the Supervisors examine the area for the future nature trail and plan help for pushing up an area of limbs and other debris.

Weaver also complimented the supervisors on the time and funds invested in the park and noted that Juneteenth Day was a "phenomenal success." Weaver also provided a report on the park and the $750 collected in fees for park usage that would be turned over to the county.

Weaver outlined the park should see many other improvements since two workers gained through grant funding of Indian Development in Philadelphia will be helping with beautifying and other projects at the park.

"Dean Park is being used more," said Weaver.

The supervisors agreed to add a second full time nurse to the correctional facility. The facility presently has one fulltime and one part time nurse.

Tim Palmer, warden, explained the need for the second nurse based on the over 225 prisoners along with the stressful role that the one fulltime nurse now filled with often 24 on call status.

"We are one of the few regional facilities with just one full-time nurse," said Palmer.

"You know your situation and the budget situation," said Estes prior to the board approval.

Sheriff Thomas outlined his present concerns with the city/county E-911 dispatch service. Sheriff Thomas noted that $48,000 of his budget is provided to the E-911 service for dispatching yet he felt the E-911 dispatching service placed sheriff's deputies calls for information secondary to the city in many cases.

"I feel like we get secondary treatment," said Sheriff Thomas. "We have no disciplinary recourse with the dispatchers."

Thomas noted since the city did the hiring and firing that they appeared to receive first call treatment.

Thomas outlined to have the supervisors review the E-911 dispatching contract and explained that if the sheriff's department did it own dispatching that accident date for county roads could be better tracked.

Estes recommended a scheduled meeting with the Mayor Will Hill and city leaders along with the E-911 board to discuss the problems raised by the Sheriff. Estes noted that the issues should be worked out with a work session with those leaders.

The city and county have an interlocal agreement on 911 and the funds provided for the dispatching and 911 service.

In other business, the supervisors:

• Approved an adjustment to garbage account for overpayment.

• Approved two personnel changes at the Winston Correctional Facility.

• Approved Sheriff Thomas to apply for the continuation of the DUI grant.

• Accepted bids on surplus equipment.

• Took supply bids under advisement.

• Approved payments for bridge and road engineering to County engineer Kemp and Associates.

• Discussed Choctaw Language coordinator for the six counties in Mississippi and approved the first monthly payment for the county's share of the expense for $250 plus one-sixth of a cellphone bill. County attorney Hugh Hathorn noted a toll free number was being established for the coordinator.

• Approved contract for the Solar panel and Lighting grant at Dean Park through Mississippi Development Authority.

• Set July 19 for a public hearing on unclean property in the Hillcrest area.

The next regularly scheduled meeting is set for June 21.

In the meeting on May 28, the board:

• Completed an order to open bids on stpo678(5b) Loakafoma Road and took the bids under advisement. Bid from Phillips, J J Ferguson, King Equipment, Ellis and Ausbern were opened. The estimate on this project was $687,443.60. Phillips submitted and irregular bid so it was not opened. J. J Ferguson bid $894755.85, King Equipment bid $830780.48, Ellis Construction bid $833310.85, Ausbern Construction bid $891801.40. The board rejected all bids and set to re-advertise contingent on state aid engineer recommendation.

Order Raising Carl Adams Pay To $10.26 Per Hour

Upon motion duly made by Luke Parkes, seconded by Lamar Turnipseed and unanimously adopted by all supervisors present and voting, it was ordered that Carl Adams pay be raised to $10.26 perhour.

Order Allowing A Day Off Before And After a Holiday For Jewel Dixon

Upon motion made duly by Luke Parkes, seconded by Lamar Turnipseed and unanimously adopted by all supervisors present and voting, it was ordered that approval be given for Jewel Dixon's day off before and after a holiday.

Upon motion duly made by Luke Parkes, seconded by Larry Duran and unanimously adopted by all supervisors present and voting, it was ordered that we adjourn until April 19, 2010.

Order Increasing Tim Boatner And Larry Boatner To $12,70 Per Hour And Derrick Hobson .50 cents per hour Effective April 20, 2010

Upon motion duly made by Larry Duran, seconded by Lamar Turnipseed and unanimously adopted by all supervisors present and voting, it was ordered that Tim Boatner and Larry Boatner's salary be raised to $12.70 per hour and Derrick Hobson receive a .50 cent per hour raise, effective April 30, 2010.

Upon motion duly made by Luke Parkes, seconded by Larry Duran and unanimously adopted by all supervisors present and voting, it was ordered that we recess until April 19, 2010.

Order To Pour A 20x50 Concrete Slab At the WCCRC To Be Paid Out Of The Solid Waste Fund

Upon motion made duly by Larry Duran, seconded by Lamar Turnipseed and unanimously adopted by all supervisors present and voting, it was ordered that a 20x50 concrete slab be poured at the WCCRCF to be paid out of Solid Waste.
