Aldermen cover short agendas with two meetings in November By Joseph McCain The Winston County Journal The Louisville Board of Aldermen covered two short agendas in the Nov. 3 and Nov. 17 meetings. November 17 The board of aldermen: ¥ Approved an agreement with the Mississippi Department of Transportation (MDOT) and the county to allow MDOT to pay $1856 of the $3712 of the city and county split of cost on the Airport fencing project. The city and county will be responsible for $928 each for the cost of the fencing project. The remaining 95 percent of the cost of the project is covered by the Federal Aviation Agency (FAA) grant. ¥ Authorized a $750 payment to Kansas City Railway Company for a review of permits for the upcoming South Church overlay project funded by federal stimulus dollars. ¥ Approved receipt of Justice Assistance Grant (JAG) for $10,229. The Louisville Department will spend their half of the grant on purchasing pistols. The other half of the grant will go to the Winston County Sheriff's Department who are listed to purchase tasers with their part of the grant. ¥ Approved a new wrecker policy for the City of Louisville. Chief L.M. Claiborne introduced a new wrecker policy of the City of Louisville after many concerns were raised over the 15-minute response time requirement. The new policy eliminates the response time requirement of thirty minutes and aims to solidify the wrecker policy for the foreseeable future. ¥ Discussed dangerous dogs in the community. Alderwoman Francis Ball introduced the subject after hearing a news story on a pit bull killing child. Animal Control director Jody Fulton noted that the animal ordinance for the city did contain a good dangerous dog section and that the ordinance measure adequately addressed those concerns. "We have really made stridesin our community with animal control," said Fulton. ¥ Voted to dissolve the Coliseum Board. Alderwoman Judy McLeod noted that while the board had been highly active and instrumental in the care and promoting of the coliseum in the past that there diligence had created no longer a need for the board. "We can dissolve the board due to the fact of the good job they have done which had made the board no longer necessary," said McLeod. ¥ Informed of the appointment coming up for the Housing Authority board on Jan. 1. ¥ Informed by Mayor Will Hill of the USDA agricultural grants available to farmers in Winston County due to the wet weather. ¥ Discussed vandalism at Ivy Park and the best options to address the matter. ¥ Discussed the placing of playground equipment at Academy Park on the land recently purchased to add to the area of the park. ¥ Discussed cleanup needed in several areas of the city by property owners. ¥ Approved two free training classes for two police officers in each class. Approved training for one firefighter to be paid with Fire Rebate funds. November 3 The board: ¥ Approved the October docket of claims in the amount of $95,053.69. ¥ Approved payment of yearly Municipal Liability insurance in the amount of $51,008. ¥ Approved change order to increase fence contract at airport by $11,356 due to cost overruns. Also approved the requesting of FAA funds to pay $55,923.17 and $1,404.25 on the fence project. ¥ Approved receipt of $49,974 "DUI Safer Streets" grant for the city. ¥ Approved Community Block Development Grant payments of $10,772.76 and $1,636 and $11,656.73 for work on the Coliseum. ¥ Received new wrecker policy for review and heard request from Noxapater Wrecker to appeal suspension for policy time violations. Suspension was upheld and the service was set to be reinstated after 30 days from the violation. Steve Weeks representing Noxapater wrecker outlined the dangers of the 15 minute time limit of the policy. Louisville Police Chief L.M. Claiborne explained that the newly submitted policy did eliminate the 15 minute time limit but the wrecker service was in violation of the plicy that was presently in use. The next regular meeting of the board is set for Dec. 1 at 5 p.m.
