Yarbrough presides over last city board meeting

The June 16 meeting of the Louisville Board of Aldermen marked Mayor Daniel "Moe" Yarbrough's final meeting.

Senator Giles Ward marked the occasion with a plaque honoring Yarbrough and his over 20 years of service to the community as an alderman and Mayor.

"It is a special part in my memory, the time I served on the board with Moe (Mayor Daniel Yarbrough)," said Ward.

The board members also recognized Yarbrough and their time working with him.

Will Hill will be sworn in as Mayor on July 6 along with the 5 reelected aldermen - Richard Caperton, Judy McLeod, Gwenita Mays, Eugene Crosby and Francis Ball.

Following the plaque presentation, the board got down to business with two items from business owner Tim Rogers. Rogers requested the city look at a noise ordinance for the Reaction Club near his business. The board tabled the matter. Rogers then requested the city allow him to park in front of his business near the sidewalk on Church Street across from Perry's. Alderwoman McLeod noted the city could not allow parking in that position since it would interfere with sidewalk traffic.

In other business, the board:

¥ Reappointed James R. Wilson to the Louisville Utility Board.

¥ Approved budget amendments for several items including the hire expenses than budgeted for the recent election.

¥ Accepted with regret the retirement of Johnnie Roy Haynes as assistant Fire Chief. Haynes will retire July 31 after serving 32 years with the department.

¥ City Clerk Babs Fulton noted to aldermen that appointment for the zoning and planning board will be set for the meeting in July along with appointment of Election Commissioners and Tourism and Recreation Board.

¥ Examined the sales tax revenues in June which were $125,566.87 which was down over $1,000 from the previous year.

¥ Discussed checking on the passage of the Boys and Girls public/private funding.

In the June 2 meeting:

¥ Approved paying funds from a Community Block Development Grant for work on Louisville Coliseum.

¥ Approved paying funds from Community Block Development Grant for work on the Louisville Brick project

¥ Approved using funds from the Community Block Development Self Help Grant for playground equipment at Academy Park.

¥ Approved the policies and procedures for the HOME program funds awarded to the city.

¥ Accepted a $1,000 grant from Wal-Mart to purchase child Safety Seats.

¥ Discussed wrecker policy to insure police department can remove companies from rotation when fail to meet certain standards.

¥ Approved mayor to sign off on South Church Overlay project which will be done with $331,000 in stimulus funds and state funds.

¥ Approved the docket of claims for $98,274.44 with Alderman Caperton reviewing and questioning several expenditures.

¥ Approved July 3 as the day for the July 4 holiday.

¥ Awarded a $299,438 bid for wild game fencing and other maintenance at the airport to be paid with federal grant funds.

¥ Approved using Community Block Development Self Help Grant funds for the purchase of land near Academy Park. The purchase would add a section of land already used for the park that is not owned by the city.

¥ Discussed several properties to be checked on as dangers to the community health.

¥ Approved the city only paying registration for attendees at the Municipal League conference and each person responsible for all other expenses.

$299,438.00? That's a lot. You would think that with as many out of work Taylor and GP former employees that there would have been a cheaper bid. Talk about not stimulating the economy, who got this bid? Was it someone local or did we send the money out of town. Think about this, would a couple of good dogs cost as much?

I'm sure that with the economy being in a low and the unemployment in Louisville ,being a record high ......Why would the aldermans of the city approve $299,438.00 for maintenance and new layout of wild game fencing for the city's 9000 FT airport runway . I'm sure that with the amount of inbound or outbnd flights , the need for security fencing , especially to keep out deer , rabbits and others does not warrent such an outstanding price .Check with LOEWS, and they will have a much lower price . Also what were the number of bids submitted??

Editor's note: There were 11 bids on the project with the lowest bid accepted. The funds for the project were grant funds from the FAA specifically awarded for fencing and airport improvements.
